Message circuits of the controller, that if you dont have a connection to the pin #35 on the controller, it will cause the pump to run full-speed all the time. This accounts for the problems with mixing and matching parts and having pumps run full-tilt all the time.

There are problems with a pump running full tilt all the time: the car will run richer at idle which could cause it to fail emissions if the ECU cannot correct the richness within 20% alpha correction factor, but even if it can, the pump is going to wear out a lot quicker. That problem with your buddy's car needs to be addressed.
